Windows could not process the group strategy because it did not have sufficient connectivity to the domain.

Possible causes

• Network not available on startup
• Invalid DNS
• VPN not established
• Inaccessible domain controller

1. Test domain resolution
2. Check nltest /dsgetdc
3. Control DC connectivity
